To reduce crime rate in a society is to create bigger middle class group

Spending more money on patrol cars or bikes. Hiring more police officers and put on the street.  Providing awareness campaign or education. All are just short term measures if without a mid to long term plan to create bigger middle class group. The speed of the growth of middle class is direct associate with the rate of crime activities.
